The Benchmaster has a vertical mill version, which may likely be what the OP wants (most folks in that size category do not want a horizontal mill). The Burke does not, I think, have that option, so as you say, it would need a separate vertical head. The size restraints and small work may suggest the Benchmaster.

Having to use the knee for Z movement is inconvenient for drilling or tapping but the spindle has maximum rigidity without a quill. I have a Benchmaster myself. It has a heavy table, and I scraped mine into good alignment, so it is pretty chatter-free, as mills that size go. But one of the usual advantages of a vertical mill these days IS the quill, and what having that does for you. I seriously question the price vs what you get as far as an actual machine.

Benchmaster mill has a drawbar for holding the arbors in place without falling out. The BM spindle probably does not have provision for the tang on a No. 2 Morse taper shank. So to use one of the adapters mentioned above, a person will have to cut off the tang and drill and tap for the thread needed for the draw bar.

Now, with use of a saw, and a larger mill, that might be remedied, but at some point it's just time for a bigger mill, and no way around that. Something that might be cool would be making a Benchmaster, particularly one with a longer table, into a universal mill. A small universal mill might be a nice tool, and they are by no means common.

Okay, I'll see what I can dig up. The step pulley looks like the vertical mill attachment. You remove the horizontal and put in the vert (easier said than done.) The motor mount is hinged so it provides belt tension by gravity in vert mode. you don't use the swivel in horizontal mode (at least mine doesn't.)
